At its most basic a web site is composed of a web server and a few HTML pages. Usually a web client talks to the web server and hides the HTTP conversation from the customer.

If an administrator is tracking down web server problems, she may want to see the HTTP conversation. A web server can be tested using a CLI (Command Line Interface) on the web server host. This is a very simple way of getting a page. It is useful for finding problems because it is so simple. You can bypass many areas such as the network, DNS protocols, and the load balancer and just test the web server itself.

If you really want to type in the HTTP yourself, check the web server using telnet. If you want to get down and dirty with the SSL protocol then check the web server using OpenSSL.
